Programme Overview

The programme is delivered through an intensive, modular structure combining case studies, experiential exercises, policy simulations, faculty-led discussions, and peer-learning sessions. Participants will be exposed to globally relevant insights contextualised for Nigeria’s public sector realities. The learning journey is structured around four thematic areas, with the first three delivered at Lagos Business School.

Module 1: Responsible Leadership and Administration

  • Authentic leadership and understanding personal leadership styles

  • Public sector ethics, governance, and accountability

  • Law and finance for executing national development plans

  • Basic accounting and finance for strategic planning and budgeting

Module 2: Policy Implementation for Sustainable Development

  • Strategic thinking, planning, and policy execution for national development

  • Strategic foresight and design thinking for resilience and agility

  • Understanding the national economic development plan and socio-economic landscape

  • Using data analytics for optimal public service performance and delivery

Module 3: Stakeholder Engagement and Collaboration

  • Effective stakeholder management for inclusive governance

  • Negotiating in the public interest using proven strategies

  • Managing cross-sector partnerships with private and social sector organisations

  • Communicating across government and with diverse public audiences

Module 4: Governance, Risk, and Decision-Making

  • Governance of risk in public service: identification, assessment, and management

  • Understanding decision-making processes in government institutions

  • Reducing cognitive biases that affect public sector decisions

  • Leveraging digital technologies while managing cyber threats

Capstone Project

Silk Ugwu Ogbu is an Associate Professor of Communication and Relationship Management at Lagos Business School, Pan-Atlantic University. He holds a B.Sc. in Political Science and three PhDs in Political Science (International Relations), Marketing (Public Relations), and Public Administration. With over 25 years of managerial experience across private and public sectors, he is a political and marketing communication strategist and stakeholder management consultant. His research spans political communication, conflict resolution, innovation, marketing strategies, negotiation, leadership, and brand management. Prof. Ogbu has contributed widely through publications, conferences, and professional training, bridging academia and industry to advance strategic communication and leadership excellence.
Franklin N. Ngwu is the Director of the Lagos Business School Sustainability Centre and an Associate Professor of Strategy, Corporate Governance, and Risk Management. He holds a PhD in Law and Economics of Banking Regulation, an MSc in Economics, and a Post-graduate Diploma in Development Economics from the University of Manchester. With experience at Barclays Bank UK and extensive consulting work, he has supported numerous organisations locally and internationally. In Nigeria, he has delivered training or consulting services to institutions such as the CBN, AfDB, Stanbic IBTC, FBN, NSE, ARM, Nigerian Breweries, AXA Mansard, Airtel, RCCG, FrieslandCampina, and others.
